🧠 Problem Title: Stray Animals on Roads Creating Traffic and Safety Hazards
📝 Problem Description

Roads and highways are designed for safe movement of vehicles and pedestrians. However, it is often observed that stray animals such as cattle and dogs move freely or rest on roads and highways.
In many situations, animals may suddenly cross roads, sit in traffic areas, or remain near busy intersections. Drivers may have to brake suddenly or change direction unexpectedly to avoid collisions, increasing the risk of accidents.
I have observed stray animals resting on roads and moving through traffic, especially during nighttime and crowded hours. Such situations can reduce road safety and create traffic congestion.
This issue not only affects drivers and pedestrians but also puts the animals themselves at risk of injury. The problem highlights the gap between urban management, waste management, and animal control systems.
Proper management and safer public spaces are important to reduce risks for both people and animals.
