📝 Problem Description

In many semi-urban and urban areas, an increasing number of high school students (aged 13–17) commute to school using gearless scooters or motorcycles. Because they are legally underage, they do not possess valid driving licenses or formal training in road safety. To avoid police checkpoints, these students often speed through narrow residential lanes and school zones without wearing helmets.
During morning arrival and afternoon dismissal hours, this behavior creates chaotic, high-risk environments right outside school gates. The combination of inexperienced underage riders, heavy pedestrian traffic (younger children walking), and rash driving significantly elevates the risk of severe road accidents.
