🧠 Problem Title: Public water distribution,theft and charges
📝 Problem Description

The current water supply system in our area is unfair and needs urgent reform. Although the government provides piped water to every household and charges a fixed monthly fee, it ignores the major difference in actual consumption. Many households use water pumps to draw and store much larger quantities of water while others without pumps receive very less. Despite this imbalance, all residents pay the same amount. When multiple pumps operate at the same time, it reduces pipeline pressure, leaving little or no water for other(people who are not using water pump) users. This creates inequality in both usage and access to a basic necessity. Such a situation reflects the tragedy of the commons, where overuse by some harms everyone. The issue is not just about pricing but fairness and equal distribution.
If there is any technical failure or water leakage due to which water is not supplied, then also all residents have to pay the same amount. If a family is not present at home for one month, then they also have to pay the amount.Some people avoid paying electricity bills by illegally bypassing the meter to run their water pumps.
