It is politically and logistically easier to raid small roadside stalls and seize a clay oven than to shut down a power plant or enforce strict emission norms on the automobile industry. A ban on tandoors can create a quick headline. It allows authorities to claim they are taking tough steps against pollution, even if the actual reduction in carbon footprint is negligible compared to industrial discharge. While a tandoor does emit smoke, its contribution to the overall AQI of a city is often a fraction of a percent. By focusing on the 1%, the 99% remain undebated. When the public is told that their food choice is the reason they cant breathe, it shifts blame from the state and big industry onto the common people and the small vendors. For a large corporation, a new regulation is a line item in a budget. For a small vendor, a ban is a total loss of income. Every hour spent debating the evils of the tandoor is an hour not spent discussing the lack of investment in green energy, the failure of crop-residue management, or the corruption in environmental monitoring agencies.
