🧠 Problem Title: Public Utility Assessment: Resolving Recurrent Drinking Water Shortages and Irregular Supply Timings
📝 Problem Description

Many households receive drinking water at unpredictable hours, for too short a duration, or with insufficient pressure. Families are forced to store water in large containers, wake up early to collect it, or purchase water from private suppliers. In some areas, the supplied water is muddy, contaminated, or unreliable in quantity. This affects hygiene, cooking, childcare, school readiness, and daily work routines. Women and children often bear the greatest burden because they are more likely to manage household water collection and storage. The problem is common, exhausting, and costly, and it clearly affects basic quality of life.
