🧠 Problem Title: Uncovered Construction Materials as a Hidden Source of Urban Pollution
📝 Problem Description

Construction activities are increasing rapidly in cities and towns. During construction, materials such as sand, cement, soil, bricks, and demolition debris are often stored uncovered beside roads and open plots.
Strong winds, passing vehicles, and daily activities continuously disturb these materials, releasing fine dust particles into the surrounding environment. This dust spreads into nearby homes, schools, shops, and public spaces.
Although people usually blame factories and vehicle exhaust for poor air quality, uncovered construction materials can become a significant local source of dust pollution long before a building is completed.I observed that many construction sites store sand, cement, and debris openly beside roads without proper covering. Whenever vehicles pass or wind blows, dust spreads into the surrounding area, affecting pedestrians, nearby residents, and roadside businesses.
